needed to ensure we were keeping up with their shopping habits."

The key highlight of the iPad app is the unique gift finder, released
in time for Christmas it can solve any present conundrums. The app
also features automatic feeds from the Debenhams blog and Twitter, and
users can create and share wish lists with friends on social platforms
and e-mail.

Debenhams has 167 stores in the UK, Republic of Ireland and Denmark;
and offers a wide range of products across womenswear, menswear,
childrenswear, lingerie, accessories, health and beauty, homeware and
gifts.

All Japanese Carmakers Closed In Thailand – Loss Of 360,000 Units Possible

Japanese carmakers, which barely have recovered from the effects of the March 11 earthquake and tsunami, find themselves in another catastrophe. Floods in Thailand cost Japanese automakers approximately 6,000 cars a day, Toshiyuki Shiga, chairman of the Japan Automobile Manufacturers Association, said today in Tokyo.

All nine Japanese carmakers have shut down their Thai plants. Shiga said that eight out of nine closed due to component shortages. Parts makers again are the critical link in the supply chain. Already, the effects of the floods are being felt in other countries. Yesterday, Japanese partsmaker Aisin Seiki closed its engine parts plant in Thailand. According to The Nikkei [sub], "this could result in a parts shortage that brings engine production to a standstill, impacting Toyota's output of pickup trucks and other vehicles in Malaysia, Vietnam and other countries nearby." Nissan also builds the March/Micra subcompact in Indonesia from parts shipped from Thailand.

According to Reuters, manufacturers are hoping for a resumption in December … if the floods recede. That could mean another 360,000 cars missing, and this while the Japanese car industry is pulling out all stops to make up for lost production due to the tsunami.

In a bid to help boost Christmas trading, for the first time ever, a
large section of the Square Mile of London will be made completely
free of traffic for one day. Cheapside is to be completely
pedestrianised on Saturday December 3rd 2011

between 10:00 GMT and 18:00 GMT, in order to make the local shopping
attractions more accessible to consumers in the capital. Shopping
areas in this section include Cheapside, Leadenhall Market, One New
Change, Royal Exchange and department store, House of Fraser; so for
the day a unique walk through from St Pauls Cathedral to Poultry will
be in place.

Ruth Duston, Director of the Cheapside initiative, said: "Cheapside
is delighted to be able to showcase its great retail offer with a one
day, traffic free event in the heart of the square mile. The day will
host an array of street entertainment, Festive walks and a range of
activity - something for all of the family.

"This event will provide a truly unique shopping experience and the
chance to indulge in the city's rich cultural and heritage offer."

Since opening in a year ago, the visually impressive One New Change
shopping centre has been trying to reverse a decades' old trend of
the City of London being deserted of shoppers at the weekend.

This latest initiative will be seen as another step towards that goal,
helping to secure some of the valuable seasonal trading spend for this
historic area.

Colorado: Another City Looks to Dump Red Light Cameras

Add Colorado Springs, Colorado to the growing list of cities having second thoughts about the use of red light cameras. On Tuesday, interim Police Chief Pete Carey discussed his intention to drop the year-old program as the contract with vendor American Traffic Solutions (ATS) expires at the end of the year. The mayor, who asked the previous chief to step down, is behind the move.

"The photo red-light enforcement program did not meet our expectations," Mayor Steve Bach said in a statement. "It is as simple as that. If a safety program can't be shown to improve safety, it ought to be stopped."

Thousands of tickets have been issued at four intersections in the city, primarily to those who made a rolling right-hand turn on red. These tickets failed to reduce side impact collisions at those locations, according to the city's traffic engineering department.

"The jury's still out whether it's making those intersections safer," Carey said on Tuesday. "There's some preliminary data we're looking at that indicates — believe it or not — at some of those intersections accidents have gone up."

There are also financial reasons for the change. The cash-strapped municipality has been restructuring its police department to make operations more efficient, adjusting to a three percent drop in the department budget. Part of the plan involves dumping red light cameras and reassigning the officers dedicated to reviewing photo citations to more important duties.

"When that program was sold to us, it was supposed to be self-sustaining," Councilman Jan Martin said. "It was not going to cost us anything and that it would actually pay for itself. That's why it was so attractive."

Carey said he "sorely needed" the two officers and sergeant who devoted their time (half of his time in the sergeant's case) in dealing with photo red light issues. He also noted that public opinion against the use of the cameras was a significant factor in the decision. According to a Rasmussen Results poll released Sunday, less than 44 percent of the 1000 adults surveyed supported the use of intersection traffic cameras. This is the first national survey conducted by a group with no financial interest in the use of automated ticketing machines. The finding is consistent with election results that show no photo enforcement program has ever achieved the support of a majority at the ballot box.

Colorado Springs officials hope to keep running photo radar vans, although it is not clear whether ATS will allow that to happen.

"I'm not sure we'll pull that off with the vendor allowing us to continue without making some other adjustments," Carey said.

Our Daily Saab: Another Day, Another "Rescue"

With both China's NRDC and Sweden's NDO appearing unready to approve the Chinese takeover of Saab before a Halloween bankruptcy deadline, it seemed that Saab was properly borked. Without Vladimir Antonov or Gemini Investment Fund to hit up for yet another "bridge loan," we fully expected to see Saab placed into bankruptcy a week from Monday. But if Saab's parent company, Swedish Automobile, had found a private equity fund that was gullible enough to rush in where Antonov feared to tread and drop $44m on Spyker… well, we should have known that North Street Capital would be fool enough to get sucked into the Saab maelstrom. And sure enough, Reuters reports that

The private equity firm of racing car enthusiast Alex Mascioli, which bought the luxury sports car business of the Dutch owner of Saab in September, is to invest $70 million in the cash-strapped car maker as Chinese bridge financing looks uncertain.

Here we go… again.

Still not convinced that the situation is dire? Consider Swedish Automobile's official response to the North Street offer:

Swan intends to accept this offer because it has doubts that the bridge funding of Youngman and Pang Da, of which a partial payment has been received, shall be paid in full on 22 October 2011. Immediate availability of funding is necessary to continue the reorganization process of Saab Automobile.

Saab had previously said it expected approval from the NRDC on the 14th of October, an estimate it backed away from… on the 14th. Clearly Saab has to keep the drama going, but if it now admits that the money likely won't come by the 22nd, what does that mean? As Bertel has been saying for months now, Saab could be waiting forever: the NRDC doesn't say "no," it just waits until you give up or die (see: Hummer).

But at least Saab has another bridge loan to nowhere. Although, to be clear, even that's not a done deal. Per Saab's release

Procurement of a loan to Saab Automobile in the amount of USD 60 million to be collateralized by a first lien on certain assets of Saab Automobile as well as a second lien on the collateral as pledged to NDO. This loan is subject to further documentation. The object of the parties is to finalize documentation no later than Monday October 24, 2011 with subsequent funding within two days thereof.

So, what exactly are those "certain assets"? Isn't Saab out of silverware to pawn? Meanwhile, with bankruptcy such a real possibility, why is a private equity taking a second lien against assets already pledged as collateral to the Swedish government? It's possible there's some form of financial logic to that move, but I'm guessing that Mascioli's passion for automobiles is clouding the judgement here. For more evidence for this theory, see the fact that North Street is paying over four times SWAN's current stock price for its equity stake. But hey, it's just $60m, right?

Meanwhile, with more cash to burn while waiting for a Chinese investment that will likely never come, Saabsunited is keeping the fire of enthusiasm alight by promising fans that

Even though many engineers have left the company the spirit is still very high and work has continued, perhaps not in the phase initially thought but still at a high rate on the next generation 9-3. We have heard from several sources that the car should be ready for production within about 14 months, which means it could be either aprox 14 months or even sooner…

One source told us that the car looks really cool, that even the base line model features a lot more than normal and looks incredibly good!

14 months? Saab would be burning an estimated $50m per month in a "nuclear winter" scenario where absolutely no development work is being done. If development on the 9-3 is being done, the burn rate could be $60m per month or higher. Which means the firm is going to have to find one of these North Street-style suckers every month for the next 14 months. And I'm not convinced that there are that many suckers left…

Guy Lofalk, the administrator of Saab's reorganization, will ask the court in Vänersborg to terminate the reorganization process. Before, Saab expressed "doubts that the bridge funding of Youngman and Pang Da, of which a partial payment has been received, shall be paid in full on 22 October 2011." Finally something we can agree on.

What happens if the court accepts Lofalk's recommendation? Stockholm News explains it:

"If the voluntary reorganization will be terminated is determined by Vänersborg District Court. It would mean that the resting bankruptcy claims against the company comes back into force.
The Swedish Enforcement Authority would also resume its recovery of the about SEK 1.4 billion of debts that Saab owes suppliers."

In other words: The end.

Lofalk doesn't seem to be impressed by the last ditch offer from U.S. private-equity firm North Street Capital. It probably has something to do with the fact that the loan would be partially collateralized by assets other creditors might want to get their hands on. Interviewed by Reuters, Lofalk said the $70 million promised by North Street Capital on Thursday for Saab would be far from enough to continue reorganization – if it ever arrives:

"The money is not enough to continue the reorganization. Now, an application to terminate the reorganization has been mailed. It should be on the court's desk tomorrow."

Lofalk added that the $70 million promised by North Street Capital on Thursday for Saab was far from enough to continue reorganization.

Lofalk also has written-off Youngman and Pangda as saviors:

"I can just say that the parties didn't manage to reach an agreement on a sale."

According to the Wall Street Journal, Saab will contest Lofalk's application and request that the reorganization continues. Saab will also ask the court to give the heave-ho to Lofalk, and to appoint a new administrator. That's a lot to ask for. As a court-appointed administrator, Lofalk works for the court and for the creditors, he doesn't work for Victor Muller.  The Vänersborg court had doubted the viability of the reconstruction in the first place and was overturned on appeal. What's "I told you so" in Swedish?

The reaction in Swedish media – openly or between the lines – is that Lofalk wants to sell Saab lock, stock and barrel to the Chinese. He praised Youngman and Pangda, and implicitly blamed Muller for the failed negotiations. He wants Muller out  – apparently also because the Chinese want full control.

In an interview with The New York Times, Victor Muller echoed that suspicion:

"Mr. Lofalk  is completely focused on an ownership change. He wants to force Swedish Automobile to sell Saab."

Opel's Lifetime Warranty Dies At Age One

Aftre just one year on the market, Opel is ditching its Lifetime Warranty, says Das Autohaus in Germany. I don't know how many new customers that braggadocious warranty got Opel, but it definitely got Opel into hot water. Everybody, from consumer advocates to Germany's umbrella organization of the car business ZDK, was against it.  Consumer advocates even brought suit.

Das Autohaus thinks that the lawsuit made Opel retract the offer. Also, Opel dealers already had to fund the warranty with  €150 per car. Opel wanted more, says Das Autohaus, and the dealers balked.

The party line at Opel is that the warranty is no longer needed to boost the confidence of presumptive Opel buyers, because the confidence has been resurrected. According to Das Autohaus, Opel will offer an extended warranty to current Lifetime customers – at prices of €10 per month on up. This will not restore confidence in a company that had offered a warranty for life, only to kill it after a year.

"Lifetime" was a huge stretch anyway. The warranty came with such a litany of fine print that you felt had even before the first warranty claim was denied.

Will Chevy's Cruze Diesel Be A "Game Changer"? Lutz Thinks Not

It's a phenomenon with some precedent: import manufacturers will get nowhere with a certain bodystyle or drivetrain until one of the US domestic brands jumps on the bandwagon and popularizes it. And Jeff Breneman, executive director of the U.S. Coalition for Advanced Diesel Cars, is hoping the same dynamic plays out in the world of diesel power when Chevy brings its Cruze Diesel to the US. He tells WardsAuto

The fact that Chevy will offer a diesel Cruze in 2013 is huge. The gas-powered Cruze will get 40 mpg (5.9 L/100 km), so the diesel is expected to get 50 mpg-plus (4.7 L/100 km), and that will make it a game-changer.

Ford, Toyota or Honda haven't got a diesel for the U.S. yet, but get ready for 2013-2014. That's when we're going to see a lot more diesels.

And, as the diesel booster-in-chief, it's not surprising that Breneman would come to that conclusion. But what are folks inside GM saying about the Cruze diesel? In a recent interview with TTAC, senior advisor Bob Lutz suggested that we shouldn't expect the Cruze diesel to conquer America or "change the game" all that much.

Our conversation had turned to emissions regulation, and Lutz had just mentioned that Europeans "cheerfully" pay the equivalent of nearly $40k for a Cruze LTZ with a diesel engine. Since he brought up the Cruze diesel, I asked if he had any insight into the decision to bring it to the US. He answered.

Yeah, it's almost impossible. We'll do some because we've got  them in Europe anyway, and we'll make them compliant and GM will sell a few just to show that we're part of the game. But I don't think anyone sees much of a future for diesels in the states because our emissions regulations are six times tougher than Euro 5, and multiple times tougher than Euro 6, which nobody even knows how to do yet. The companies that are selling diesels in the United States, last time I checked which was over a year ago, are all operating on EPA deviations. So nobody meets even current diesel emissions standards. The EPA renews the deviations on an annual basis, but they're not  supposed to renew for more than three years.

It's just so tough. You need the urea tank and everything, and in order to do the post-combustion NoX reduction in the catalyst, you have to deviate fuel to the catalyst because every two minutes a burn takes place to fry all the oxides of nitrogen and particulates. Well, that reduces the diesel advantage. So now you're talking $2,500 of hardware and a big urea tank, and instead of a 30% gain in fuel economy, you're looking more like 18% or 20% and you're using a fuel that costs 18-20% more per gallon than gasoline. You tell me how this makes sense.

I mean, it's cool. Owners of Volkswagon diesels love to go around saying [affects a voice dripping with self-satisfaction] "I have a turbodiesel," and everyone says "wow." But Ford canceled their passenger car diesel program, they canceled their midsized SUV diesel program, we canceled ours, we canceled passenger car diesels for the US. We were at one point talking to Honda to see if we could collaborate jointly on, say, a two-liter diesel for passenger cars, and we both came to the conclusion that it wasn't worth the trip. They were hopeful (and frankly so were we) that with all they know about engine and emissions that they would be able to somehow conquer this emissions conundrum… they gave up. So all the major producers gave up on diesels for the US.

Now, I don't understand US and EU emissions regulations well enough to fact-check some of Lutz's technical claims, but his deep pessimism can best be captured by his modest ambitions for the Cruze diesel. Lutz rarely misses an opportunity to praise a GM product, so his "we'll sell a few just to show that we're part of the game" line seems quite revealing. Unless things change fundamentally between now and its launch, I wouldn't expect the Cruze diesel to blow the lid off the diesel market in the US.

Quote Of The Day: Chrysler's Fuel Economy Crunch Edition

As the automaker that's least-prepared for upcoming increases in federal fuel economy standards, it was more than a little surprising to find that Fiat's five year plan for Chrysler did not involve any significant plans for hybrid drivetrain development. But more recently, CEO Sergio Marchionne has said a hybrid Chrysler 300 would be offered in 2013, and the firm hooked up with the feds to work on a hydraulic hybrid drivetrain. And though new CAFE regulations offer generous credits for hybrid pickups, a policy choice that rescues Chrysler's investment in "Two Mode" hybrid technology, more will have to be done. For, in the words of Marchionne [via Automotive News [sub]],

I have no other way of getting to 2025 numbers than by going to hybrids

But Chrysler won't rely fully on hybrids in order to make the significant fuel economy improvements it needs. In fact, it will be relying as much on diesels and compressed natural gas (CNG) drivetrains as anything else.

Marchionne said Chrysler's hybrids would be in addition to a broad offering of diesel-powered vehicles in the United States.

He said Chrysler will begin offering a diesel-powered Jeep Grand Cherokee in 2013, and thereafter most Chrysler Group large vehicles will offer a diesel in the United States.

Which is an interesting revelation. First of all, it calls into question Bob Lutz's analysis of the difficulties of bringing diesels in line with US emissions standards. Lutz argues that the benefits don't outweigh the costs and compromises, but clearly Marchionne disagrees. And yet he clearly realizes that there are easier feats: Chrysler's five year plan called for a stop-start, diesel Wrangler in 2010… and yet that still hasn't materialized. Jeep CEO Michael Manley noted back in early 2010 that

We have no plans at the moment for diesel Jeeps in North America

Clearly that's no longer the case… which means Chrysler's product plans are relatively fluid. And if diesel were a cure-all, we'd be seeing them already. It seems that Chrysler's approach to the new CAFE standards are based more in desperation than any clear strategy. That impression is compounded by Chrysler's talk of CNG drivetrains. Though the technology holds great promise for energy independence, and Fiat is Europe's leader in CNG technology, Marchionne's comments on the prospect of US-market CNG offerings are fairly equivocal:

The likelihood of that happening is uncertain, but I'm still hopeful that at least a sizable portion of the U.S. market will develop CNG capability. And we are ready

In short, Chrysler has no clear plan to become competitive in fuel economy, which I happen to believe is as important for ongoing commercial success as it is for meeting US CAFE standards. Chrysler may beat back some of its over-reliance on full-sized RWD cars and large pickups and SUVS by bringing more Fiat-based vehicles to market, but the projected impact of those models seems to be on the decline. Subcompact B-segment cars planned for Dodge and Chrysler have been canceled, as has a compact Chrysler, and the firm will be stuck with its not-wildly-efficient midsizers until 2014. Moreover, Chrysler is going to have to rebuild a reputation for smaller, more fuel-efficient vehicles at time when its domestic competition will be solidifying their new reps for quality small cars on the strength of products that are already on the marketplace (think Fiesta and Focus, Cruze and Sonic… to say nothing of Hyundai's emerging dominance in this area).

In short, Chrysler is living proof that the auto bailout will not produce the promised "new generation of green cars." And its emerging plan gives no reason to expect that to change anytime soon.

66 House Reps Move To Block 2017-2025 CAFE Proposal

The Detroit News reports that 66 US Representatives wrote to the House Appropriations Committee today to urge a measure blocking the EPA from regulating fuel economy in the 2017-2025 period. The letter, signed by 64 Republicans and three Democrats requests

A one-year 'time out' is necessary as EPA and (California) are setting national fuel economy standards without explicit authorization by Congress, under laws not designed to regulate fuel economy

According to the DetN, "the proposal would let the National Highway Traffic Safety Administration go forward with setting fuel economy requirements, but under the law it could only set new requirements through 2021." And unlike past battles over CAFE, opposition this time around does not appear to be coming from the OEMs, but from NADA, the new car dealer lobby group. The only OEM to not sign onto proposed 2017-2025 standards is Volkswagen, which is reportedly in talks with regulators over the proposal.

Meanwhile, environmental groups lashed back at NADA, with a number of groups sending a letter to the lobbying group arguing that

These standards are supported by major automakers, the United Auto Workers, California and other clean car states, and numerous consumer, environmental, business and national security organizations. By continuing to oppose these standards, NADA is trying to sell Congress, dealers and the American people a lemon

The response from dealers?

Dealers face the customer every day and fully understand what will happen if vehicle prices rise $3,000 to $10,000. None of the organizations that sent this letter, DOT (Department of Transportation) or EPA, fully understand the cost of these fuel economy increases and the impact that it will have on auto sales.

The revived debate comes just days after Edmunds CEO Jeremy Anwyl argued that proposed regulations failed to take consumer preference into account. With Rep Darryl Issa attacking CAFE and GHG regulation on all fronts, and with plenty to criticize in the proposed standards, expect this debate to rage on.

In the midst of a seemingly endless economic downturn, when sales can
be sluggish and ambitions limited, people take note of any bit of good
business news. It was hopeful news, indeed, when *Nally & Millie*,
purveyors of the trend-tracking contemporary line of mainly drapey
fashion tops, recently took over a 42,000-square-foot factory in
downtown Los Angeles with the aim of expanding the already burgeoning
production and opening up new opportunities.

"I must say, it's a bit of self-satisfaction after being a tenant
all these years," mused James Park, who, along with wife Nally,
co-owns the fashion house. "It's a good time to have our own
place. You can fix it up, you know."

There's also satisfaction—and a minor miracle—that success
should come without stepping one foot outside the U.S. borders, not
for cheaper fabric, not for cheaper labor.

The Parks take justifiable pride in the fact that everything made by
Nally & Millie is made in the U.S.A., and much of it, including
fabric, right in downtown Los Angeles. For two native South Koreans,
both of whom immigrated here as children, it seemed the natural thing
to do. "Even though I was raised here, I still see the U.S. from the
sense of the outsider a bit," James said. "When I grew up, made in
the U.S.A. meant it was the best. People born and raised here don't
actually realize what they have."

The Parks' accomplishment with Nally & Millie evokes something else
unique to the U.S.—the all-American success story. It was 1992, and
James was not long out of the Navy and brief stints in the personal
computer industry and with a South Korean trading company. With
another economic downturn, this one in the early 1990s, he began
looking for something else to do. He knew someone in the apparel
industry and decided to take a dive into a downtown L.A. storefront
business selling purses across the street from the *California Mart*
(now the *California Market Center*). It didn't go well.

"I was having a difficult time, actually," James recalls. "I had
never run a business like that, and being in downtown, it's not the
typical retail environment. It was a very trying learning period."
Nally, who had worked successfully as a salesgirl at *Judy's* and
*Contempo Casuals* and then at *Bullock's Wilshire*, decided it was
time to step in. "Thank God she came," James says. "To be
successful in business, you have to be able to sell your product.
Nally wasn't a technically disciplined designer out of school, but
she was a good merchandiser and fashionable herself. She became a big
asset for us."

'Modern Family' star Sarah Hyland has a new film in the works! And she reveals in an interview with Good Morning America that the best part is that her boyfriend plays her love interest in the movie!

Sarah Hyland sat down with Good Morning America on Oct. 20 to talk about Modern Family, and to promote her new Disney movie, Geek Charming.

The always adorable Hyland  stars as a popular, snobby student who falls for the film geek at school.  The best part?  Her co-star is Matt Prokop, her real-life boyfriend!

"It was so much fun," Hyland told GMA.  "It's just nice to have your best friend with you if you're having a bad day, if you're tired, and just to be able to go into a trailer, talk about it with your best friend instead of just an actor that you're working with and you may have not met before." How sweet!

We can't wait to see these two love birds on screen when the movie premieres Nov. 11!

One day after his 'My World Tour' ended, Justin Bieber rushed to Canada to be by Selena Gomez's side — and HollywoodLife.com has exclusive details!

We have breaking news, Jelena fans! After an agonizing week apart, Justin Bieber and Selena Gomez have been reunited — and it feels so good!

According to the Twitterverse, Justin, 17, and Selena, 19, have been spotted walking around The Forks shopping area in Winnipeg — which is the capital and largest city of Manitoba, Canada — Oct. 20. Selena has the night off from her We Own the Night World Tour, but has a performance in the city tomorrow.

Insiders confirm exclusively to HollywoodLife.com, "Justin Bieber and Selena Gomez are staying at the luxury boutique hotel Inn at the Forks in Winnipeg!"

How sweet is it Justin flew up from his last concert in Caracas, Venezuela to be with his girlfriend as soon as possible? That's more than 3,000 miles and a nearly seven hour plane trip. They can't get enough of each other!

Selena's tour continues through Oct. 30 in Canada and we can't help but wonder if Justin will stay by her side for the duration of the concerts in his home country. In fact, maybe he'll even take her back to his home town of Stratford. They can't stand to be apart from one another even for a few days!
